Sanding
The flap sanding wheel worked a lot better than the Gator wheels alone. This is the result after using the flap wheel and the coarsest gator wheel. 
There are some dents around the rivet holes which are hard to clean up, and I undoubtedly got a few spots too hot. There were some little flashes of blue while I was doing the cleanup. A new flap wheel is a good idea, since this one is sanding so very gently these days.

They are expensive, but do all the things flap wheels do, but faster and better, and with less marks.
